Executive Leadership in the IV-D Environment

Stepping into the IV-D director's chair is more than a promotion—it's a transition to executive leadership in a unique environment. Whether you're new to the role or still finding your footing, the demands extend well beyond understanding the child support program. Directors must establish priorities, build relationships, make difficult decisions, and lead their organizations through an environment that has always been changing—and always will.
This executive leadership training program is designed specifically for IV-D directors. Through discussion, practical frameworks, and real-world examples, participants will explore the unique executive challenges of leading a child support program—including setting priorities, interpreting performance measures from the director's perspective, building productive relationships, responding to emerging issues, and guiding organizations through continual change.
Participants will leave with practical ideas, decision-making frameworks, and leadership strategies they can apply immediately in their own agencies. [Include this? Facilitators
Kate Cooper Richardson, JD
Kate Cooper Richardson recently retired after 29 years in Oregon state government, including 15 years as Director of the Oregon Child Support Program. Throughout her career, she has focused on the intersection of leadership, organizational effectiveness, and public service to help government better serve children and families.
Her public service career spanned all three branches of Oregon state government, providing experience in policymaking, executive leadership, and the judicial system before leading Oregon's child support program.
Kate currently serves as Board Secretary of the Center for Child Support Policy, is a past president of the National Council of Child Support Directors (NCCSD) and served two terms on the Board of Directors of the National Child Support Engagement Association (NCSEA). She has chaired numerous state and national committees and has been a frequent presenter at child support and family law conferences.
Kate also serves on the Oregon Chief Justice's Family Law Advisory Committee Child Support Subcommittee and is a longtime board member of an affordable housing and community development nonprofit. She earned her J.D. from Willamette University.
Wally McClure
Wally McClure has trained over a hundred new child support directors in the business of managing a child support organization, and hundreds of managers and aspiring managers on child support topics. He is a vocal advocate of customer focused, whole-family child support services, and a firm believer in partnering with other social service organizations to propel children and families out of poverty. After retiring as Washington’s child support director in 2018, he opened Ravenwings Consulting to help child support professionals give children and families a brighter future.
Wally serves on the board of directors of the Center for Child Support Policy, has served on the board of directors for NCSEA, and is a past president of the National Council of Child Support Directors. He often presents at child support conferences, taught at NCSEA’s Leadership Academy, and is a lifetime member of NCSEA. In 2018, NCSEA honored him with their Outstanding Leader award.
